In the state of Bihar, the cash-strapped government decided to collect overdue tax by employing bands of singing eunuchs to sit outside tax defaulters’ homes. The eunuchs, who are feared by many, were paid a four percent comission on any tax collected. So they staged sit-ins and beat drums outside of the homes of reluctant tax payers. And they achieved exceptional results within 48 hours.
